SBA Overhauls Rules for 8(a) Set-Aside Program

The Small Business Administration has announced major changes to the rules for its primary set-aside contracting program. The changes to the 8(a) program were made in an effort to reduce fraud and make sure contracts go to deserving small businesses.

The new changes will include:

·         Joint Ventures –the 8(a) firm is now required to perform at least 40 percent of the work of each joint venture contract awarded.

·         Economic Disadvantage – the new rules clarify how economic disadvantage is determined related to total assets, gross income, retirement accounts and other factors.

·         Mentor-Protégé Program – mentors must provide assistance to protégés or face consequences.

 

 

 

 

FEFA Awarded GSA Schedule

FEFA has been awarded a contract to provide 508 compliance services to the US Food and Drug Administration.  Section 508 of the Rehabilitation Act of 1973, as amended by the Workforce Investment Act of 1998, requires that when Federal agencies procure, develop, maintain, or use electronic information technology, they ensure that Federal employees and members of the public with disabilities have access to and use of information and data that is comparable to the access and use of information and data that is available to individuals without disabilities.

FEFA’s team of 508 comliance specialist will convert various documents for the FDA’s Center for Drug Evaluation and Research (CDER) to ensure they are fully accessible to those with disabilities. This includes documents appearing on CDER’s Intranet and Internet along with Word, Abode PDF, e-mail, PowerPoint, Excel, other media formats, and web pages.

Web accessibility means that people with disabilities have equal access to all Web sites (Intranet and Internet) and attached files. More specifically, Web accessibility means that people with disabilities can perceive, understand, navigate, and interact with the Web, and that they can contribute to the Web. Standards for accessibility of web-based information are promulgated by the US Access Board.
